Before you can sell ACA plans, you must complete the Federally Facilitated Marketplace (FFM) training for the current plan year.
How to do it
Go to the CMS Marketplace Learning Management System (MLMS).
Enroll in and complete the Agent/Broker certification course.
Download your Certificate of Completion.
Ensure your FFM ID/Username is entered correctly in JET — it’s required to create or update Marketplace applications.
To sell ACA plans, you must be appointed with carriers offering plans in your licensed states.

Without carrier appointments, you can browse plans but cannot complete enrollments or submit plan selections.

Contact the carriers you want to represent in each state.
Complete their appointment paperwork or online request forms.
Wait for carrier confirmation before proceeding with enrollments.
CMS requires validation of your licensure in every state where you sell.
JET verifies this information through NIPR (National Insurance Producer Registry).

Locate your NPN on your state insurance license or at nipr.com.
Enter your NPN exactly as it appears in your NIPR record.
Ensure your license is active for all target states.
CMS requires all Enhanced Direct Enrollment (EDE) partners to ensure agents link their JET accounts with the CMS agent portal.

Linking enables you to search the Marketplace, create, and submit applications.
The FFM link expires every 12 hours, so you’ll occasionally need to reauthenticate.
Steps
Log into your JET portal.
Navigate to Settings → CMS Account Linking.
Enter your FFM ID and NPN, then authorize access.
Once linked, confirm that Marketplace access is enabled.
CMS requires every agent to complete identity verification through CMS Identity Management.

The system will attempt online verification first.
If that fails, you’ll be prompted to complete manual identity verification (via documents).
